Kamil Janáček, Martin Čihák, Marie Frýdmanová, Tomáš Holub, Eva Zamrazilová
Politická ekonomie 1999, 47(2) | DOI: 10.18267/j.polek.19
The article contains Komerční banka's analysis of the Czech economy. The authors conclude that the economy goes through a classical recession, caused by the joint working of the following main factors: waves in firms' and households' investment, volatility of foreign capital, stabilization policy mismanagement, and a credit cycle. An important part of the recession was a result of the restrictive monetary and fiscal policy of 1997, which had an impact on the economy with a one-year lag. The authors conclude that a slight recovery of demand will not come earlier than in the second half of 1999, and that it will be driven mainly by the revival of real...

Stanislav Šaroch
Politická ekonomie 1999, 47(2) | DOI: 10.18267/j.polek.20
The article analyses the influence of the undervalued rate of depreciation of the investment property, resulting from the Czech tax legislation, on the inflation, economic structure and economic growth. In this connection, the article also tries to analyse the high gross investment rate in money terms in the Czech Republic. The analysis results in suggestions regarding a possible change both in the depreciation policy and the policies seen as potentially capable of increasing the savings rate in the Czech Republic. The proposals aim at the modification of the tax system.

Alena Zemplinerová
Politická ekonomie 1999, 47(2) | DOI: 10.18267/j.polek.21
The study focuses on patterns and trends in concentration in the Czech manufacturing during the period 1989 - 1997. In the 90s Czech manufacturing experienced rapid and deep change in the market structures. Most of manufacturing markets de-concentrated between 1989 - 1995. Rapid change occurred between 1989 and 1992, small change between 1994 - 1997. During last two years tendency towards new concentration can be observed in selected markets. As by 1997, one fifths of manufacturing production has been produced on the markets where share of largest producer was more than 50 %. In the Czech manufacturing, monopoly and oligopoly market structures survived...

Financial crisis in asia and capital account liberalization
Jiří Jonáš
Politická ekonomie 1999, 47(2) | DOI: 10.18267/j.polek.23
The paper discusses the effects of financial crisis in Asia on the progress toward capital account liberalization. It notes that during the IMF Annual Meeting in Hongkong in 1997, a consensus has been reached to amend the IMF Articles of Agreement to include capital account liberalization among the objectives that Fund members should seek. However, since then, the outburst of financial crisis in Asia has cast some doubts about the desirability of capital account liberalization. The paper discusses the role that large capital flows played in the Asian crisis, and notes some distortions and policy mistakes that have contributed to increased vulnerabilities...
Od egoismu k izolacionismu
From egoism to izolationism
Jiří Řezník
Politická ekonomie 1999, 47(2) | DOI: 10.18267/j.polek.24
This commentary on Jiří Kinkor's book and papers analyses with a certain lapse of time whether the author cannot arrive at fallacies within the framework of his programme (i.e. the destruction of collectivism, altruism and statism) in connection with philosophy and economics. Kinkor pleads Objectivism (Ayn Rand's philosophy). However, he is not prepared to evolve a relevant structure of concepts in a factual conforntation with other research programmes (paradigms). Therefore, his contributions make a regression.Other authors worked out the subjects discussed in his writings at a more concrete level of knowledge. The disregard of all results of...

Petr Fiala
Politická ekonomie 1999, 47(2) | DOI: 10.18267/j.polek.25
Negotiation process as very often used tool for problem solving is in the center of researchers' attention. Negotiation process is a bad structured problem and its modeling is difficult. There are different approaches to modeling negotiation processes. This paper as a consultation presents an overview of known concepts for modeling of negotiation process with multiple evaluation criteria, as utility concept, concept of pressure, effective decisions, coalitions. The set of modeling concepts can be a basis for developing negotiation support systems.
