Předsednictví Rady EU jako nástroj práce s agendou: Evropa bez bariér

Na základě zevrubné analýzy několika předsednictví Rady EU vytvořil na počátku 21. století švédský politolog Jonas Tallberg model, který identifikuje způsoby, jak předsednické země pracují s tvorbou předsednického programu. Tallberg pracuje s širokým chápáním práce s agendou, kterou nerozumí jako pouhé uvádění zcela nových témat, ale především strukturováním již existujících politických diskuzí. V této souvislosti Tallberg identifikoval tři základní dimenze - socio-ekonomickou, regionální a konstituční - které programové chování předsednictví podmiňují. V roce 2004 vstoupila do EU skupina středoevropských a východoevropských zemí, sdílejících odlišnou politickou, ekonomickou a sociální zkušenost než staré členské země EU. Někteří z těchto nováčků již Radě EU předsedali. Článek se rozborem tvorby programu českého předsednictví a jeho obsahu zaměřuje na zhodnocení Tallbergova modelu v případě takové nové členské země.

EU Presidency as a Tool of Agenda Setting: Europe without Frontiers

Based on a thorough analysis of several EU presidencies in the early 21st century Swedish political scientist Jonas Tallberg created a concept that identifies ways of how Presidency countries work on the creation of their program. In this concept, Tallberg conceptualizes the proces of agenda setting in a broader way and particularly focuses on structuring already existing topics and issues. Tallberg argues that there are three relevant dimensions - socioeconomic, regional and constitutional - shaping Presidency's political preferences. In 2004, the group of Central and Eastern European countries, which share different political, economic and social experience than the old EU member states, joined the EU. Some of these newcomers have already presided over the Council of the EU. The article about analysis of the Czech Presidency aims to review Tallberg's concept for new member countries.
