Standardní unijní instituce? Proměny vnitřního fungování Evropské rady na pozadí finanční krize

Evropská rada od založení v roce 1974 patří k nejdůležitějším hybatelům dění v EU. Jedním z cílů Lisabonské smlouvy bylo stabilizovat pozici Evropské rady a učinit z ní standardní součást institucionálního rámce. Plán poklidné adaptace byl nicméně narušen příchodem finanční a hospodářské krize v eurozóně (EU). Evropská rada se stala fórem, které pod tlakem okolností bylo nuceno odvrátit hrozící katastrofu a pokusit se zabránit budoucímu opakování problémů. Článek analyzuje, jakým způsobem se krize projevila na vnitřním fungování instituce. Ověřuje hypotézu, že představitelé členských zemí se snažili všemi prostředky přizpůsobit pracovní metody ER co nejefektivnějšímu řešení krize a nenechali se nijak omezit formálním zařazením orgánu do institucionálního rámce EU. Rozbor vybraných aspektů fungování ER hypotézu potvrdil.

Standard Institution of the European Union? Changes to the European Council's Working Methods During the Financial Crisis

Since its founding in 1974, European Council has become one of the most influential actors in the EU. One of the Lisbon Treaty's objectives was to stabilize the position of the European Council and make it a standard component of the institutional framework. Yet the plan of serene adaptation was disrupted by the outburst of financial and economic crisis in the Eurozone (EU). Under external pressure, European Council was suddenly forced to operate as a forum for averting the incoming catastrophe and for preventing recurrence of the problems. Our article analyses how the crisis affected the internal operations of the institution. It tests the hypothesis that representatives of the Member States used all necessary means to adapt the working methods to the most effective solution of the crisis and overlooked any limitations of the European Council's addition to the EU institutional framework. Based on empirical enquiry into selected aspects of the European Council's functioning, the hypothesis is confirmed.
