Template-Type: ReDIF-Article 1.0 Author-Name: Pavel Neumann Title: Do Developed Economies Have a Chance to Restore Manufacturing Production? Abstract: The article deals with the issue of industry reallocation among the world´s countries. Originally, the core of manufacturing production was situated in the most developed centres. After the 1970s, under globalisation and the impact of structural crises, part of production has moved to developing countries. The industries have been adjusted to new conditions in the developed countries and the share of industrial production has decreased considerably in favour of services. The article addresses the question whether a return of manufacturing production to developed countries is possible and which factors stimulate/inhibit the process. Finally, the desired effects of the potential reindustrialisation are mentioned (employment growth, technological progress, development of new industries, etc.) including the role of the state in their stimulation. Nevertheless, the author comes to the conclusion that despite the tendencies towards reindustrialisation described, the existing obstacles will not allow a mass return of industrial production to developed countries. The Case of Singapore Abstract: The article deals with problems of state capitalism. It can be defined as maximisation of political control over economy and society and it is used as the characteristics of systems which exist in China, Russia, Brazil, United Arab Emirates, etc. State capitalism used to be effective in early periods of development when resources had to be concentrated. Corporations under state ownership are also able to compete on global markets and take advantage of their size and political support. Singapore represents an original connection of economic freedom and authoritarian capitalism. It is based on a free-market foreign-oriented economy which stresses financial market development, infrastructure, education, macroeconomic surroundings and fiscal management. The state as an owner and creator of the institutional framework plays an important role. The main objective of the model is to identify export opportunities which might help to target the export promotion policy of the Czech Republic. The EDSM methodology is based on sequential elimination of less interesting markets. We have amended and calibrated the EDSM for the Czech Republic and created a new variable - our Index of Export Opportunities - which classifies markets depending on their suitability for export. Calibration was performed on a data sample covering global trade data from 2006 to 2012. The results of the model have been used as a tool for an evidence-based export promotion policy in the Czech Republic. The results were tested by the real foreign demand for Czech products in specific industries and importing countries based on information from Czech embassies and trade promotion organisations. Consequently, each component is modelled and forecasted separately, the predictions being summed up to form an overall forecast of the input time series. The present paper considers one very important aspect of the forecasting procedure. More specifically, it provides a better understanding of how an additive decomposition of the input time series into several components can be obtained using the wavelet transform and how boundary conditions in the individual components should be properly treated. Even though these aspects are presented as a part of the wavelet theory in several books on wavelets, their implementation is prone to misinterpretations in the literature on applied time series forecasting, possibly due to the complexity of the wavelet transform. Since our exposition is focused predominantly on these aspects, it provides a concise explanation which may be helpful to practitioners. The maximal overlap discrete wavelet transform is employed, other types of wavelet transforms also being briefly discussed. The critical factor of many technological changes is not the technology innovation process, but finding a new application for an existing technology (Rycroft, 2006).The form of technology planning depends on the capabilities and requirements of a specifi c enterprise, but also on external determinants that affect its internal technological capabilities. Within the formulation of a technology strategy (TS), it is necessary that managers adequately incorporate different dimensions and needs of own technology in TS, but also that technology elements are appropriately designed and substitutable. This article has two main goals. The fi rst is to describe methodically the main specifi c features and forms of technology planning/TS through a comprehensive study of available professional literature. The second goal is to analyse the development of technology planning methods based on a bibliometrical analysis of ScienceDirect database (1823-2013). The normative part depends particularly on the number of students and the values of the coefficients of economic difficulty that are assigned to the individual study programmes. This paper analyses similarity of the study fields that belong to study programmes with different coefficients of economic difficulty. Firstly, we compute the coefficient of similarity based on the share of the same subjects in both study fields. Secondly, we compare the economic diffi culty of the rest of the subjects using an expert estimate. Having thoroughly confronted subjects from selected study fields, we conclude that one can find some interdisciplinary study fields which are very similar, but have different values of the coefficient of economic difficulty. To improve the fairness of the funding scheme, the coeffi cients of economic difficulty should be changed.
