Template-Type: ReDIF-Article 1.0 Author-Name: Eva Kislingerová Title: Introduction Abstract: Vážené dámy a pánové, Třetí číslo letošního roku nás uvádí zejména do světa sportu. Nevertheless, this is a central issue for public management, since these events are part of an annual calendar of sporting events established by the local community, in partnership with sporting federations, in order to generate economic benefits at a local level. To appreciate the efficiency of their sporting events hosting policy, decision makers need valuations that do not only deal with mega-sporting events, but also with intermediate sized events, such as friendly matches involving national teams. The analysis conducted on an international handball match between France and Slovakia provides a first series of lessons about the economic effects of such events, which appear relatively modest. However, by comparing that economic benefit to the limited cost bared by local taxpayers, the return for local authorities is far better than for mega-sporting events, which implies huge amounts of public expenditure. Literature argues that the choice of legal form is a main driver of good governance and the primary beneficiaries of enhanced corporate governance standards would be the PSCs themselves. The aim of this paper is therefore to investigate the impact of different legal forms on the level of good governance. By using a case study approach, the prevailing forms of the traditional non-profit association, business management agreement and spin-off of the first team into a corporation are assessed with regards to their degree of good governance. The Austrian PSC investigated has experienced all three legal forms within a time frame of ten years, which displays a unique setting. The measurement against the principles of good governance introduced in the ‘Guide for Football Clubs’ identifies significant failures for the legal forms of the non-profit association and the business management agreement. Results reveal that in terms of good governance the spin-off of the first team into a corporation seems to be the most adequate legal form for medium and large size PSCs. As documented in a case study of cities Olomouc and Mladá Boleslav - it depends on the individual municipalities approach to this issue. One of the causes of excessive budget burdens is gradual preference of services provided by own sport infrastructure and formally (nonparametrically) practiced grant support. The aim of this paper is to present concept of an alternative approach to the development of sport infrastructure funding in municipalities. The methodology is based on the analysis and synthesis of data on utilization of finance for the development of sport and physical education from budgets of selected regions and two cities in case studies. The authors of the paper represent one of the possible solutions of sport municipal infrastructure development, which is based on supporting a reasonable development of municipal sport infrastructure owned by the city and higher grant sport support, which allows to achieve higher flexibility of offered services, as well as a higher form of their effectiveness in terms of cost flexibility of future budget expenses. Currently, there are organizations which are able to obtain free resources and are largely or entirely independent of government and European grants. The aim is to highlight those functional elements in obtaining free resources and support organizations that have less experience with this form of financing. The information obtained through structured interviews with open questions are compiled by qualitative analysis process. By conducting semi-structured questions, the emphasis was given on the way of work that issued by organizations which are successful in obtaining free resources. The research suggests that acquisition of free resources isn’t often perceived as a project and generally is no systematic adherence to the principles of project management. There is described a priori knowledge in detail, which is based on volatility increasing of selected financial instruments in selected time periods in terms of intraday price movements. Proposed advanced investment strategies work with currency pairs EUR/USD, GBP/USD and USD/JPY. For each currency pair is found optimal parameter by statistical analysis. The optimization process found optimal parameters for enter to speculative position, exit from speculative position and filtering based on the current market volatility. Verification of proposed advanced investment strategy model is verified for all currency pairs for time period from 1.4.2010 to 1.4.2012. Distribution of profits and losses for each currency pair has a low correlation value and is appropriate to use these three currency pairs in a diversified investment portfolio.
