The authors conclude that the economy goes through a classical recession, caused by the joint working of the following main factors: waves in firms' and households' investment, volatility of foreign capital, stabilization policy mismanagement, and a credit cycle. An important part of the recession was a result of the restrictive monetary and fiscal policy of 1997, which had an impact on the economy with a one-year lag. The authors conclude that a slight recovery of demand will not come earlier than in the second half of 1999, and that it will be driven mainly by the revival of real household incomes. In this connection, the article also tries to analyse the high gross investment rate in money terms in the Czech Republic.

The analysis results in suggestions regarding a possible change both in the depreciation policy and the policies seen as potentially capable of increasing the savings rate in the Czech Republic. In the 90s Czech manufacturing experienced rapid and deep change in the market structures. Most of manufacturing markets de-concentrated between 1989 - 1995. Rapid change occurred between 1989 and 1992, small change between 1994 - 1997. During last two years tendency towards new concentration can be observed in selected markets. As by 1997, one fifths of manufacturing production has been produced on the markets where share of largest producer was more than 50 %. In the Czech manufacturing, monopoly and oligopoly market structures survived or newly emerged also in some markets in which technological advantage of high concentration cannon be proved by comparison of concentration levels with selected EU markets. It notes that during the IMF Annual Meeting in Hongkong in 1997, a consensus has been reached to amend the IMF Articles of Agreement to include capital account liberalization among the objectives that Fund members should seek. However, since then, the outburst of financial crisis in Asia has cast some doubts about the desirability of capital account liberalization. The paper discusses the role that large capital flows played in the Asian crisis, and notes some distortions and policy mistakes that have contributed to increased vulnerabilities of the Asian countries to a sudden reversal of capital flows. The next section discusses three different forms of criticism of capital account liberalization: ideological, macroeconomic and microeconomic. Final part of the paper provides some guidance how to think about this difficult and controversial issue, and it concludes than instead of focusing on limiting the international flows of capital, policy makers should focus on creating the necessary preconditions and pursue such policies that would allow their countries to enjoy the benefits of liberal movement of capital, without undergoing a risk of destabilizing swings in capital flows. Kinkor pleads Objectivism (Ayn Rand's philosophy). However, he is not prepared to evolve a relevant structure of concepts in a factual conforntation with other research programmes (paradigms). Therefore, his contributions make a regression.

Other authors worked out the subjects discussed in his writings at a more concrete level of knowledge. The disregard of all results of other researches practically and the substitution of the concepts such as social welfare, externalities, market failure etc. for other concepts (unanimousness, side effects, market absence) do not have to represent by far the most competent way of a reality analysis. His approach can to be applied to an extensive interpretation of a government participation in economy. It is possible to lead the confrontation with the statism in a better way.
