At that time the product was perceived more narrowly than today´s gross domestic product (GDP). It included only the material goods and productive services (services that accompanying the circulation of goods). Non-productive services and services provided on non-market basis were not included in the estimates. The authors present their own methodology for data transformation based on MPS into (today´s) System of National Accounts (SNA), on the basis of carrying out the reconstruction of the historical time series of the gross domestic product of the Czech Republic in the period between the years 1970 and 1989 in the current methodology. The results of this work will enable other users to perform analysis on significantly longer time series of gross domestic product, including the structure of its uses and resources. The authors primarily base the transformation of the original data on global product and national income (in the MPS methodology) contained in the balance of national income and symmetric input-output tables. Historical time series of GDP for the period has not been estimated for the Czech Republic yet. Strong acceleration in the years 2005-2007 was followed by stagnation in the years 2008-2012 caused by strong decline of GDP in the year 2009 and milder recession in the year 2012. The modest recovery in the years 2010 and 2011 was pulled namely by foreign trade, while final consumption and gross fixed capital formation stagnated. Alternative indicator of national income was negatively influenced by growing outflow of primary incomes. Real gross domestic income indicates different results in comparison with gross domestic product because of changes in the terms of trade. Macroeconomic stability improved substantially in the field of foreign trade while general government deficit contributed to its deterioration. Environmental taxes are imposed on electricity, solid fuels and natural gas. This paper discusses impacts of environmental taxation in the Czech Republic in the period after its implementation, particularly impacts on price indexes of energy intensive sectors, structure of energy products consumption in the economy and production of CO2 emissions by sectors ranking among EU ETS. The paper is divided into six parts. The first part is the introduction where both the main target of the paper and four hypotheses for testing are formulated. The theoretical problems which are connected with the impact of taxation and tax incidence are discussed in the second part. The third part describes the ideas and expectations of lawmakers regarding environmental taxation implementation, precisely European Commission, Ministry of Finance and Ministry of the Environment of the Czech Republic. In the fourth part authors describe the methodology and data, provide results of ex-post analysis based on both linear and non-linear correlation analyses. The next part deals with the discussion of the results and the hypotheses testing. The last part, conclusion, focuses on the main ex-post analysis findings and formulates the recommendations. It defines country´s short-run and long-run sustainability conditions that are based on dynamics of both sources created by an economy through net export surplus and negative net yields paid from international investment position. The paper points out important differences between large advanced and small transitive economies in case of costs of net investment position. The factors like country´s position of FDI lender/debtor, world investment/ invoicing currency, exogeneity of foreign asset´s and liability´s interest yields, role of FX reserves accumulation by country´s central bank and position of foreign currency denominated loans on foreign liabilities are discussed. Empirical analysis confi rms the Czech economy is not able to satisfy long run sustainability condition due to high net costs of negative investments position. Estimation of parameters in econometric model shows that worsening net investment position to GDP is a result of high dividend and interest yields paid from foreign liabilities that is still above positive balance of net export. S. subprime mortgage crisis influenced economic policy of governments in highly developed countries. It analyses consequences of a state intervention especially for government budgets and a rise of government debts. Then the article discusses the point of view of the Austrian school. Austrian economists argue a state is not an economic subject and its fiscal policy is very dangerous for effective allocation of the available resources of production´s factors. They advocate a society with a small government and liberal economic policy. The author believes that Austrian approach to economic problems is more realistic and more pertinent than the approach of those, who demand more government intervention. Abstract: The commentary defends the central idea of current institutional social research - that institutions are significant variables influencing the human action regarding the resource allocation.
