Template-Type: ReDIF-Article 1.0 Author-Name: Martin Plešivčák Title: Regional reflection of correlation dependence between voter preferences and chosen social population characteristics of Slovakia Abstract: Voter behavior is defi ned by vast scale of political, social, economic, cultural and psychological factors given by both long-term historical development and geographical context infl uencing on ultimate voting decision-making of citizens. The main goal of this study is to identify and quantify tightness of relation between spatial composition of social structure characteristics of population and voter preferences at 2010 Slovak parliamentary elections. The regional context of this question is particularly emphasized. Pearson correlation coeffi cient, indicator measuring statistical correlation, in this case of national, religious, educational population structure and also share of postproductive population towards election outcomes was used in order to reach the aims of this research. The greatest statistical congruence of national structure characteristics, less but still signifi cant in case of level of reached education in relation to voter preferences was found out within this study. These fi ndings might be useful for political parties in process of creating party strategy for voter agitation and fi nally for maximizing their election gains. Germany and Austria are the key investors in the Czech Republic. Investors from these countries were the first ones who invested in the Czech Republic after 1989. The order of the foreign investor countries in the Czech Republic have been usually The Netherlands, Germany, Austria (based on the CNB data 2000 - 2010). The regional distribution of foreign investments has not been balanced in the Czech Republic. The authors present their regional analysis of realized projects supported by the CzechInvest agency in the area of the processing industry, technology centers and centers of strategic services. A transport vehicle production has been the dominated branch of the German investments, mostly in Středočeský kraj, infl uence of the Škoda Auto for a location decision-making process of the investors is identified. Follow up regions in the order of priority are Moravskoslezský kraj and Vysočina. A wood-processing and paper-making industry has been the dominated branch of the Austrian investments, mostly in Moravskoslezský kraj and Vysočina. German investments are concentrated in cross-border regions, mostly Ústecký kraj, Plzeňský kraj, Liberecký kraj, follow up Středočeský kraj and Moravskoslezský kraj. Austrian investments are concentrated in the south regions of the Czech Republic, in isolated cases on the North, exception is Moravskoslezský kraj. The location factor "nearness of home country" can be identifi ed in the case of German and Austrian investments, strongly in the case of the Austrian investments and the investments of smallish fi rms. The importance of the nearness of home country has been confirmed by the correlation analysis, strongly in the case of the Austrian investments. Generally, tradition of branches and related know-how (e.g. automotive industry) are identifi ed as key location factors as well as branch affinity of firms in the regions and transport accessibility and infrastructure. Its aim is to describe the most important problems that occur in the implementation of public procurement, and cause ineffi ciency in the management of public fi nance, lack of transparency and possible corruption. In this context the paper mainly mentiones the following: lack of motivation of public authorities to demand innovative, more sophisticated solutions through public contracts and thereby making them more effi cient, unused potential of small and medium-sized enterprises within the framework of public contracting, economic ineffi ciency of public contracts, lack of openness of public contracts , lack of transparency of the public contract process resulting in leaving room for corruption or discrimination of bidders etc. The main goal of this paper is to propose concrete measures to help solve the problems identifi ed. Its aim is to compare these structures in both states.. Generally, it can be said that both states have similar historical evolution. Accession to the European Union in the year 2004 meant a signifi cant challange for these states because of opportunity of drawing money offered by the European Union. At the beginning the Republic of Poland had some troubles with it, but nowadays this state is the biggest recipient of the EU structural funds, because there will be allocated 67 billion EUR in the framework of cohesion policy which is about 1/5 of total amount allocated to this policy. Among the common weaknesses of regional policy can be in the both states included the generality of documents and the incomplete consistency, the duplication in the case of developing, the regional policy, the regional policy fragmentation into several departments. In the case of the Czech Republic can be assigned territorial state structure, in the case of Poland outstanding relationships in the institutional system. Among the strengths of regional policy in the Czech Republic and Poland may be included the process of decentralization that supports the principle of subsidiarity, regional operational programs, support for the selected regions. Particularly in the fi eld of regional policy is a sub-tools, which indicate the transition from a "grant" to "repayable" funding. This particular form of fi nancing is conducted through fi nancial engineering instruments JESSICA and JEREMIE in the EU Structural Funds. Specifi cally, JESSICA instrument brings a new perspective on the possibility of fi nancing urban development. Individual states of the European Union are in various stages of implementation of this instrument. The paper seeks to analyze conditions of JESSICA initiative establishing and implementation in the Czech Republic in the light of experience gained in the UK and Poland.
