In light of the nature of this concept, it defines the attributes of ethno-regional political parties with respect to the specifics of the Visegrad Four, peculiar post-communist territory comprised of the Czech Republic, Slovakia, Poland and Hungary. After sketching the theoretical framework, aggregate-level empirical analysis directing on the detection of the impact of potential determinants causing electoral support of ethno-regional parties is presented. The initial hypothesis tells that electoral support of these formations is the function of socioeconomic development of states´ sub-units. Multivariate linear regression is used to estimate the explanatory model. This concept is based on the growth theory and there is added the sociable-urban aspect. The birth of the information and communication technologies (ICT) together with the development of internet transformed completely not only trade patterns but also sociable behaviour patterns. There were appeared the significant demand for creative workers. The creativity has become essential holder of the economic development. In relation to the presented concept of the creative economy this essay analyzes the influence of creativity for economic level of individual regions in the Czech and Slovak Republic. To quantify the creative potential is used a creative index, which is analyzed in relation to the basic macroeconomic indicators. The result confirmed the significant positive correlation between the creative value index and the economic level of region. Also, the assumption that creativity is tied to major cities, was confirmed. By the comparison of situation in examined territorial units the essay confirmed the higher influence of the creativity for the development of regions in the Czech Republic. Abstract: There is an increasing emphasis on evaluation of impacts of EU Cohesion Policy, using new tools, such as methods of Counterfactual Impact Evaluation. These methods have not been so-far extensively used in the evaluation of the Structural Funds interventions. Thus, it is quite new for a number of managing authorities and evaluators. A multi-disciplinal approach is used. The phenomenon is viewed from the perspectives of the International Relations, Political Science, European Studies and Regional Development. The article shows particular theoretical approaches and concepts, which are able to explain paradiplomacy. The article is based on existing theoretical and empirical literature on the issue. We conclude that the best explanatory tools for empirical research offer European Studies, Political Science and Regional Development, whereas International Relations were not that much successful in developing an appropriate approach to the phenomenon.
