This paper focuses on the actual issues connected with the debt and banking crisis in Europe. The attention is devoted to the risk development in the European banking sector and the development of the monetary policy of the ECB. The empirical analysis of the ECB ́s monetary policy points out the systematic change in its behavior, which means that the ECB has been more focused on the financial stability of the European banking sector instead of the standard aim regarding the price stability. The results of the paper show how the monetary policy of the ECB is more and more unconventional with a decreasing rate of independence. This fact would have a significant impact on a future development of the European banking sector and the European economic activity Keywords: monetary policy, interest rates, European banking sector, ECB, crisis, independence, Eurozone, měnová politika, úrokové míry, evropský bankovní sektor, ECB, krize, nezávislost, eurozóna Pages: 3-28 Volume: 2012 Issue: 1 Year: 2012 File-URL: http://www.vse.cz/se/download.php?jnl=se&pdf=10.pdf File-URL: http://www.vse.cz/se/10 File-Format: text/html Handle: RePEc:prg:jnlsev:v:2012:y:2012:i:1:id:10:p:3-28 X-File-Ref: http://www.vse.cz/RePEc/prg/jnlsev/references/10 Template-Type: ReDIF-Article 1.0 Author-Name: Martin Vojta Title: Macroeconomic Conditionality within EU Cohesion Policy and its Possible Extension into Other Areas of EU Law Abstract: As part of the Multiannual financial framework 2014-2020 negotiations, the European Commission proposes a much broader employment of the so-called macroeconomic conditionality within the EU Cohesion Policy. The improving of general government balances became extremely urgent as well as difficult under the mentioned conditions. From 2010 the governments of most EU countries have started to realize fiscal reforms which should bring essential effects in three or four year horizon. It is possible to say that EU institutions are involved and helpful in the mentioned process although the fiscal policy is not a common policy yet of course. However the improvement of general government balances seems to be a very difficult problem from a theoretical as well from the practical point of view. Despite the global crisis put down the production, the energy consumption has been growing up. European countries have not enough resources to meet their own demand. Due to the lack of energy resources the security of supply becomes more political rather than economic issue. The long-term partner in many European countries in this area is Russia. The cooperation started already in late 1950s with the building of productpipelines. More intensive dialogue, however, started only in the early 1990s. During this period certain successes were attained but at the same time there were some contradictions. The cooperation in the pipelines construction which should prevent the return of the gas crisis 2009, is currently in progress as well as negotiations on the participation of Russian companies in the nuclear projects of the EU. Though controversial points still remain, the progress in the energy dialogue is obvious.
