Template-Type: ReDIF-Article 1.0 Author-Name: Michal Bokša Author-Name: Monika Bokšová Title: Interpretative Notice of the European Commission on Indication of Origin of Goods from the Territories Occupied by Israel: An Analysis of Causes and of Its Significance for the Preferential Trade Agreements Abstract: By the end of 2015 the European Commission published its interpretative notice which provided general guidelines on appropriate labelling of products originated in the occupied territories. The proposed expressions are those such as „product from the West Bank (Israeli settlement)“. This final decision to publish these guidelines, resulting from continuous effort to resolve the long-standing dispute lasting from mid-90´s, provoked a fierce debate on the international level. Even though the European Union has advocated itself by an attempt to protect the European consumers, it has been accused of applying double standard approach, discrimination and antisemitism. The aim of this paper is to both clarify main reasons behind European Commission’s decision to publish its Interpretative Notice and to analyse whether it is appropriate to label such action as inconsistent and discriminatory. Results of the provided analysis imply that the criticism of the Interpretative Notice is in many respects unjustified and mainly politically, not economically, motivated. While European Union requires ever closer economic integration, individual regions have called for increasing political disintegration. In 2014 four crucial referendums on the independence of regions in Ukraine, Italy, Scotland and Spain were held. This wave of secession movement and the fear of contagion to states with latent autonomous tendencies turned attention from the integration studies to the research of disintegration. This consultation deals with the literature review of the political-economic aspects of secession tendencies in European integration. Secession spreads especially among the most developed regions of nation states. In an environment of economic barriers the right to secession is therefore not Pareto-optimal. Economic integration of small states, however, provides the benefits of the single market and reduces costs for the secession of the mother country. Comprehensive survey serves as a basis for future research of the political economy of conflict in the contemporary secession pressures. There are a total of twenty-two countries represented over a period of ten years, from 2001 to 2013. It considers institutional and technological variables traditionally not taken into account, such as corruption control, patent applications and FDI inflow per GDP. As shown in the analysis and results presented in this paper, these factors not only point back to traditional variables such as GDP, inflation, population, the share of GDP by sector, etc. but also have an influence in attracting trade flows. This research will also analyze the main export trends from V4 to Latin America and Caribbean in a historical perspective between 2001 and 2013. In context of the public finance in the European Union has EU budget very specific position. Due to its functions, expenditures and revenues structure is not discussed in the context of public finance or not even in the context of possible creation of fiscal union. The aim of this paper is with analogy to the US federal budget to evaluate the future EU budget form in the context of strengthening its role and importance. The first part describes the fiscal federalism theory. The second part uses analogy and comparison methods to evaluate EU budget and US federal budget from the budget functions point of view, revenue and expenditure budget structure. The last part sums up the possible future EU budget forms with their probability of implementation and also identifies the main problems causing the weak position of EU budget. It seems that the implementation of new own revenue resources can be very important for strengthening EU budget role.
