Abstract: The so-called horizontal social clause contained in Art. 9 of the Treaty on the Functioning of the EU obliges EU, already since December 2009, to ensure that in all its activities certain social principles are reflected. Although seven years ago a significant potential this was attributed to this new Treaty provision, looking back at the post-Lisbon EU developments, Commission´s documents and decisions of the EU Court of Justice, it is clear that the horizontal social clause has not changed the EU at all. The EU is still suffering from the same "social deficit" for which the European left and the unions has been criticizing it in the pre-Lisbon period and which is depriving it of the support of EU citizens. The positive effect of the horizontal social clause on EU policies would therefore require a boosting supplement, e. g. as the one suggested on in the text of this study. The institutional set-up of the single banking supervision is called into question; the rationale behind its establishment is explained and possible drawbacks are pointed out. Further and mainly, the paper concentrates on the analysis of the single banking resolution and its supporting legislation in the form of the Bank Recovery and Resolution Directive (BRRD). The BRRD’s main innovation, the “bail-in” principle of resolving failing banks is assessed, both in terms of clear advantages as compared to the classic public bailout, and of potential drawbacks, especially concerning the contagious effects and adverse impact on specific groups of creditors with political repercussions. The European bail-in is also compared to the US “Dodd-Frank Act solution”, yet there has not been found any straight forward inspiration for the European scheme. Finally, the need for a common fiscal backstop is identified given the resource inadequacy of the current single resolution fund, especially if a major systemic crisis occurs. Thus, various arrangements of the fiscal backstop are proposed; it is argued that the European Stability Mechanism would serve the backstop purpose better than the options involving national budgets. Abstract: The goal of the article “Is the European Union a model for other intergovernmental organisations from certain public diplomacy instruments’ perspective?” is to refute or confirm the statement. The text provides a comparative analysis of the EU’s and AU’s public diplomacy’s selected instruments, formulates three key questions to which the author finds answers at the end of the text, and at the same time suggests the level of inspiration by the EU public diplomacy strategy towards the African Union’s policies. Within the frame of public diplomacy, the text focuses mainly on social media and media campaigns through which it searches for the level of engagement and mutual inspiration of both researched institutions. This dimension is also very important for the European Union. The article examines the domestic dimension of public diplomacy in the European Union through the lens of a general model of this dimension in the basic structure depicting actors, key documents and tools used. The text follows identical features as well as differences on this dimension in the EU practice. Attention is paid to the period after 2004, when the EU adopted several key documents which were detached to change the relationship of Member States of the Union. Raises questions about the extent to which the system chosen home dimension to contribute to closer ties to the European Union citizens and to European issues. The aim of this paper is both to systematically introduce Czech readers into existing theoretical approaches to differentiated integration, and to confront the basic conceptualization and theoretical work about this phenomenon with factual development. Differentiation of European integration is seen rather as an umbrella concept which opens more opportunities for specialized research of various areas of EU cooperation.
