The estimates of economic development in the countries of the socialist block were carried out in the framework of the so-called Material Product System (MPS). At that time the product was perceived more narrowly than today's gross domestic product (GDP). Economic growth of the Czech Republic measured by GDP reached 3,4 % per annum in the decade 2001-2010 and was substantially faster than average annual growth of the European Union. Strong acceleration in the years 2005-2007 was followed by stagnation in the years 2008-2012 caused by strong decline of GDP in the year 2009 and milder recession in the year 2012. In January 2008 the Czech Republic introduced the environmental taxation based on the directive 2003/96/EC, restructuring the Community framework for the taxation of energy products and electricity. The commentary defends the central idea of current institutional social research - that institutions are significant variables influencing the human action regarding the resource allocation. This idea was strongly opposed by the scientific board of the Czech economic faculty (institutionally oriented economic research was labeled as needless). The goal is to open the debate about this issue and ask the opponents to formulate concrete objections. Theoretical arguments and empirical examples are raised in favor of the institutional economics.
