This paper deals with allocation of financial resources from selected operational programmes among Czech regions and assess whether a regional innovation paradox occurs in the Czech Republic. Regional innovation paradox expresses a state when some regions with lower innovation performance and higher investment needs exist but at the same time these regions are not able to gain the offered resources. The article examines the relationship between amount of obtained resources and selected characteristics of regions through correlation analysis. This paper deals with the topic of measurement of education services. The main part of output of education services is considered to be non-market in the Czech Republic and it is estimated a sum of related costs. Deflation has been traditionally done using input method i.e. recalculation of each component separately. The main drawback of this method is an assumption of direct correlation between changes in inputs and changes in output. Productivity can not be estimated therefore output methods based on direct volume measurement are now preferred for individual services. The 2011/12 survey PIAAC is analyzed regarding the formation of skills (literacy, numeracy and information technologies) by family background, gender and age, and regarding the relationships between skill levels and education of adult population in the Czech Republic. The impact of the family background was increasing and the chances of men and women to attain higher education have been reversed in the past: currently, women have twice as high a chance to attain secondary education than men and three times higher chance to pass to tertiary education. Altruism and the ethical relationship to other people affect behaviour of subjects in economic environment. Economy tries to capture this behaviour, there are various models, but it hasn't been successful in fi nding one model describing various types and cases of altruistic behaviour. Business ethics faces a similar problem as it lacks a defi nition of what exactly ethical behaviour means. This paper claims impossibility of fi nding a unanimous defi nition belongs to ethics and is its characteristic feature. In the area of economic behaviour that is not a problem, but a chance for innovative behaviour.

The purpose of the paper is to examine the methodology of Max Weber and outline its relation to the economic science. The fi rst part analyses Weber's article "Objectivity in Social Science and Social Policy" (1904). The second part examines the paper titled "Meaning of Ethical Neutrality in Sociology and Economics" (1917). The third part discusses the Weber's lecture "Science as a Vocation" (1918/19). The fourth part deals with the question in what respects Max Weber can be close to modern economists.
