Arktická politika Evropské unie v mezinárodním kontextu

Po dlouhou dobu představovala Arktida v mezinárodních vztazích nepříliš významné téma. Dnes ovšem existuje řada důvodů, proč se o tuto oblast zajímat. V odborných i politických kruzích se hovoří o hledání, změně, formování nového arktického režimu. Svůj zájem o dění a vytváření pravidel v Arktidě už jasně vyjádřila i Evropská unie (v říjnu 2008 zveřejnil svou arktickou vizi Evropský parlament, v listopadu 2008 Komise a v prosinci 2009 Rada). Snaha vytvořit samostatnou arktickou politiku EU přichází v době, kdy své strategické dokumenty týkající se Severu představily tzv. pobřežní arktické státy (USA, Rusko, Kanada, Dánsko a Norsko). A jsou to právě pozice pěti arktických států, které vytvářejí limity a rámec pro budoucí arktickou politiku EU.

EU Arctic Policy in International Context

The Arctic had been quite insignificant topic for international relations for a long time. Nevertheless, there are many reasons today why we should be interested in the Arctic region. Scholars as well as politicians speak of searching for, changing or establishing a new Arctic regime. Even the European Union has clearly showed its interest in recent developments in the Arctic and in formation of rules for the Arctic (The European Parliament published its Arctic vision in October 2008. The Commission did the same in November 2008 and the Council in December 2009). The timing of its aim to create an independent and specific EU Arctic policy coincides with presentation of strategic documents about the North by so-called Arctic coastal states (the United States, Russia, Canada, Denmark and Norway). It is these five Arctic states and their positions that constitute limits and framework for the future Arctic policy of the EU.
