Scholarship Regulations of the Prague University of Economics and Business
The Ministry of Education, Youth and Sports registered, pursuant to Section 36(2) of Act No. 111/1998 Coll., on Higher Education Institutions and on Amendments and Supplements to Other Acts (the Higher Education Act), under ref. no. MSMT-29564/ 2022-3 on October 25, 2022, and under ref. no. MSMT-18581/2025-I on August 15, 2025, the Scholarship Regulations of the Prague University of Economics and Business.
Article 1
Introductory provisions
(1) The Scholarship Regulations of the Prague University of Economics and Business (hereinafter referred to as the “Scholarship Regulations”) are issued pursuant to Section 17(1)(g) of Act No. 111/1998 Coll, on Higher Education and on Amendments and Additions to Other Acts (the Higher Education Act), as amended (hereinafter referred to as “the Act”) as an internal regulation of the Prague University of Economics and Business (hereinafter referred to as “VŠE”) and contains the rules for awarding scholarships to students in study programmes implemented by the VŠE and its faculties.
(2) The scholarship, according to these Scholarship Regulations, is paid by the VŠE from the VŠE Scholarship Fund created according to § 58 (7) of the Act, from subsidies and contributions from the state budget or other providers and from the sources of its own activities.
Article 2
Types of scholarships
(1) A student may be awarded a scholarship from a grant and from a state budget contribution according to
- § 91, section (2), sub-section (a) of the Act (hereinafter referred to as the “merit scholarship”),
- § 91, section (2), sub-section (b) and (e) of the Act (hereinafter referred to as the “exceptional scholarship”),
- § 91, section (2), sub-section (c) of the Act (hereinafter referred to as the “research, development and innovation grant”)
- § 91, section (2), sub-section (e) of the Act (hereinafter referred to as the “accommodation grant”),
- § 91, section (3) of the Act (hereinafter referred to as the “social grant”),
- § 91, section (4), sub-section (a) of the Act (hereinafter referred to as the “Study Abroad Support Grant”)
- § 91, section (4), sub-section (c) of the Act (hereinafter referred to as “doctoral scholarship”).
- § 91, section (4), sub-section (b) of the Act (hereinafter referred to as the “government grant”)
(2) A student may be awarded a scholarship from the scholarship fund according to the same rules as the scholarships referred to in paragraph 1(a) to (g).
Article 3
Achievement scholarship
(1) A merit scholarship may be awarded by the dean to a student in a bachelor’s or master’s degree programme carried out by a faculty, or by the rector to a student in a bachelor’s or master’s degree programme carried out by the VŠE for:
- excellent academic results achieved over a specified period of study,
- significant awards during previous high school studies for talented students in their first year of undergraduate studies,
- excellent academic results achieved throughout the study.
(2) The scholarship referred to in Article 3(a) shall be awarded for the entire academic year and shall normally be paid monthly, with
- the conditions for its award are announced by the dean or the rector in a measure, which must include the control credits earned for the specified section of study and the average academic achievement for the specified section of study,
- is not due for the months of July and August,
- is not payable for calendar months in which the student has had a full calendar month of interrupted study,
- the entitlement to its payment expires on the first day of the calendar month following the date of graduation,
- for reasons of efficiency and economy, the Dean may decide to pay for several months at once.
(3) The scholarship referred to in Article 3(b) shall be awarded for the entire academic year and shall normally be paid monthly, with
- the conditions for its award are announced by the dean or the rector in a measure, which must include a definition of the significant award in the course of the previous secondary school studies that relates to the content of the given study programme,
- is not due for the months of July and August,
- is not payable for calendar months in which the student has had a full calendar month of interrupted study,
- the entitlement to its payment expires on the first day of the calendar month following the date of graduation,
- for reasons of efficiency and economy, the Dean may decide to pay for several months at once,
- is only available to first-year Bachelor’s students if this is their first Bachelor’s degree programme.
(4) The scholarship under (c) is awarded by the Dean or the Rector to a student who has duly completed his/her studies and obtained a diploma with honours in accordance with Article 29 (2) of the VŠE Study and Examination Regulations. It is paid in one lump sum upon completion of studies.
(5) The amount of merit scholarships for a given academic year is determined by the dean in October at the latest on the basis of a proposal by the vice-dean responsible for pedagogy, or by the rector on the basis of a proposal by the vice-rector responsible for pedagogy.
(6) The form and requirements for submitting an application for a merit scholarship are determined by a measure of the dean or the rector. The deadline for submitting an application for a given academic year shall be published by the faculty or college no later than during the month of September.
Article 4
Exceptional scholarship
(1) An extraordinary scholarship may be awarded by the Dean or the Rector to a student
- who is involved in the scientific, research and teaching activities of the faculty or VŠE, for outstanding scientific, research or other creative achievements,
- to cover extraordinary costs associated with the solution of tasks assigned in the interest of the faculty or the VŠE, with professional practice or with scientific research activities,
- for the performance of extraordinary tasks contributing to the development or representation of the Faculty or VŠE, or related to the development of the Faculty or VŠE,
- as an extraordinary award of the Rector or Dean, the purpose and conditions of which shall be published by the Rector or Dean at the time of its announcement;
- in case of a difficult social situation,
- in other cases worthy of special consideration,
- in other cases provided for in the Study and Examination Regulations.
(2) The amount of the scholarship is decided by
- by the Rector on the basis of a proposal by the materially competent Vice-Rector, Bursar, Dean or Head of a school-wide unit,
- the dean on the basis of a proposal by the substantively competent vice-dean or head of the department.
(3) An extraordinary scholarship may be granted either at the request of the student or on the student’s own initiative according to paragraph 2.
(4) The extraordinary scholarship is a one-off.
Article 5
Accommodation grant
(1) The accommodation scholarship is awarded by the Rector for the period according to Article 5, paragraph 3 to a student who meets the following conditions throughout the period:
- is a student of a full-time study programme and has not yet successfully completed a programme of the same type;
- does not receive a housing scholarship at another university;
- is studying within the standard period of study, which means that the total period of his/her studies as determined in accordance with § 58(3) has not exceeded the standard period of study;
- does not have a permanent place of residence in the territory of the district in which his/her place of study is; if his/her place of study is Prague, he/she does not have a permanent place of residence in Prague.
(2) The application for the accommodation scholarship is submitted electronically by the student only once when applying for the first time for the accommodation scholarship. The moment of submission of the application is considered to be the moment of saving the application in the student information system (the last saving of the application if the student has saved it more than once).
(3) If the conditions in paragraph 1 are met, the accommodation grant shall be awarded from the first day of the calendar month in which the student submits the application until the end of the calendar quarter, and
- is not due for the months of July, August and September,
- is not payable for calendar months in which the student has had a full calendar month of interrupted study,
- entitlement to its payment shall cease on the first day of the calendar month following the date of graduation or the date on which the student ceases to meet the conditions in paragraph 1.
(4) A student who has been awarded a scholarship is obliged to notify the relevant study department without undue delay of all facts that affect the payment of the accommodation scholarship.
(5) The accommodation grant is paid retrospectively at the end of the calendar quarter in which the entitlement to payment arose, on 31 December, 31 March and 30 June.
(6) The monthly amount of the accommodation grant shall be determined as of 31 December of each calendar year by the following calculation: the total amount of accommodation grants paid for the first and second quarters shall be deducted from the total resources included in the accommodation grant budget for the financial year; the amount thus determined shall be divided by the total number of months for which students are entitled to an accommodation grant in the fourth quarter and the result shall be rounded down to the nearest whole crown. The monthly amount of the accommodation grant in the other pay periods shall be determined as the average monthly amount of the accommodation grant in the previous calendar year.
Article 6
Social grant
(1) A social grant is awarded by the Rector to a student who fulfils the conditions specified in § 91(3) of the Act, in the amount specified in that provision of the Act.
(2) If the conditions in paragraph 1 are met, the scholarship is awarded from the first day of the calendar month in which the student submits the application. The scholarship shall be awarded for the entire academic year, with
- not due for the months of August and September,
- is not payable for calendar months in which the student has had a full calendar month of interrupted study,
- the entitlement to its payment shall cease on the first day of the calendar month following the date of graduation or the date on which the student ceases to meet the conditions in paragraph 1.
(3) The student shall submit an application for a social grant no later than the end of October of each calendar year, unless his or her entitlement to a social grant under paragraph 1 arose after enrolment, in which case he or she may submit an application at any time during the academic year. The application shall be submitted electronically via the InSIS Contact Centre.
(4) The social grant is paid by bank transfer to the student’s bank account, usually three months in arrears.
(5) A student who has been awarded a scholarship is obliged to notify the relevant study department without undue delay of all facts that affect the payment of the social scholarship.
Article 7
Doctoral Scholarship
(1) A doctoral scholarship shall be awarded to students of full-time doctoral study programmes for the standard period of study. A doctoral scholarship may be awarded only once for a given period.
(2) The amount of the doctoral scholarship shall be determined as follows:
- if the doctoral student’s income for doctoral studies within the meaning of Section 91a(1) of the Act consists solely of the doctoral scholarship, the doctoral scholarship shall be awarded in the amount of the minimum monthly wage multiplied by the coefficient 1.2 and subsequently rounded up to the nearest ten Czech crowns;
- if the doctoral student’s income for doctoral studies within the meaning of Section 91a(1) of the Act consists of a combination of a monthly salary or wage agreed, determined or fixed for work in which the student, as an employee of VŠE or of a cooperating employer pursuant to the last sentence of Section 91a(1) of the Act, performs creative activities related to the preparation of the dissertation, and a doctoral scholarship, the doctoral scholarship shall be awarded in such a way that the sum of two-thirds of the monthly salary or wage and the full amount of the doctoral scholarship is not lower than the minimum monthly wage multiplied by the coefficient 1.2 and subsequently rounded up to the nearest ten Czech crowns.
(3) The decisive amount of the minimum wage for the calculation of the doctoral scholarship shall be determined in accordance with the last sentence of Section 91a(4) of the Act.
(4) If the aggregate amount of the monthly salary or wage agreed, determined or fixed for work in which the student, as an employee of VŠE or of a cooperating employer pursuant to the last sentence of Section 91a(1) of the Act, performs creative activities related to the preparation of the dissertation (hereinafter also referred to as the “countable wage”), reaches at least the amount of the minimum monthly wage multiplied by the coefficient 1.2 and subsequently rounded up to the nearest ten Czech crowns, the doctoral scholarship need not be awarded and an already awarded scholarship may be reduced or withdrawn ex officio.
(5) The doctoral scholarship shall be awarded by the Dean upon application by the student, including cases where the scholarship is to be awarded after re-enrolment following an interruption of studies or re-awarded pursuant to Article 7a(8). The application must include:
- a declaration by the student that a doctoral scholarship under Section 91a of the Act has neither been awarded to nor requested by the student in another doctoral programme at VŠE or another higher education institution; this shall not apply if the application was finally rejected;
- a declaration concerning employment relationships in which the student, as an employee of VŠE or a cooperating employer pursuant to the last sentence of Section 91a(1) of the Act, performs creative activities related to the preparation of the dissertation, existing on the date of submission of the application or agreed for a future date, including identification of the employer, job description and monthly salary or wage. By submitting the application, the student acknowledges that these data will be processed to the extent necessary for deciding on the doctoral scholarship.
(8) A student may apply for an increase of the doctoral scholarship if the circumstances relevant to determining the amount under paragraph 2 change, or for the re-award of a previously withdrawn scholarship if the doctoral programme board determines during evaluation of the doctoral studies that the reason for withdrawal no longer exists.
(9) A doctoral scholarship shall be awarded for the relevant academic year, including vacation periods, but no earlier than the date of enrolment or re-enrolment and no later than the date of interruption of studies, termination of studies or exceeding the standard period of study, whichever occurs first.
(10) Within the period referred to in paragraph 9, the scholarship shall be awarded for each month in which the student fulfils the conditions for its award on the first calendar day of that month.
Article 7a
Reduction or Withdrawal of Doctoral Scholarship Due to Serious Failure to Fulfil Study Obligations under the Individual Study Plan
(1) Serious failure to fulfil study obligations under the individual study plan, endangering the proper progress of doctoral studies and constituting grounds for reduction of the doctoral scholarship within the meaning of Section 91a(6) of the Act, shall be deemed to exist where the student:
- fails to fulfil an important obligation constituting a key milestone within the individual study plan, in particular an obligation concerning publication activities, project activities, successful completion of a course, colloquium, preliminary defence or internship; or
- repeatedly fails to fulfil partial obligations under the individual study plan; or
- despite prior warning communicates with the supervisor only to a limited extent; or
- otherwise shows unjustified or insufficiently justified delays in fulfilling study obligations.
(2) Serious failure constituting grounds for withdrawal of the doctoral scholarship shall be deemed to exist where the student:
- fails to fulfil an obligation even after this failure has been identified during a previous evaluation;
- fails to fulfil several important obligations;
- despite prior warning communicates inadequately with the supervisor; or
- repeatedly demonstrates unjustified delays in the fulfilment of study obligations.
(3) If the doctoral programme board determines that circumstances under paragraph 1 have occurred, it shall propose to the Dean an appropriate reduction of the doctoral scholarship.
(4) If the doctoral programme board determines that circumstances under paragraph 2 have occurred, it shall propose withdrawal of the doctoral scholarship.
(5) If the doctoral programme board determines that the reasons for reduction or withdrawal have ceased to exist, it shall propose restoration or an appropriate increase of the scholarship.
(6) The Dean shall decide on the proposal without undue delay and may provide the student with an opportunity to comment before the decision is issued.
(7) Pursuant to Section 68(3) of the Act, the first procedural act in proceedings under this Article shall be the issuance of the decision.(8) The scholarship shall be reduced or withdrawn until the end of the period for which it was awarded. This does not affect the Dean’s right to increase or re-award the scholarship where the reasons for reduction or withdrawal no longer exist.
Article 8
Scholarship to support study abroad and research, development and innovation
(1) Scholarships to support study abroad and for research, development and innovation may be awarded:
- to cover the costs of studying at a partner university abroad,
- to cover the costs of attending a summer school organised by a foreign university,
- to cover the costs associated with participation in an international student competition,
- to cover the costs of attending the international conference,
- to cover the transport costs associated with a stay at a foreign university as determined by the Ministry’s quota schedule in excess of the financial coverage.
(2) Costs referred to in paragraph 1 include transport, accommodation, living expenses, insurance, participation fees and, where applicable, visa costs.
(3) A scholarship to support study abroad and research, development and innovation may be awarded to a student on the basis of:
b) the conditions announced for the given calendar year, which must be published on the website of the Prague University of Economics and Business, including the deadline and method of submitting the scholarship application and the method of its evaluation for the given year,
c) the current calls for scholarship applications, which must be published on the website of the Prague University of Economics and Business well in advance of the application submission, including the deadline and the method of submitting the scholarship application and the method of its evaluation.
(4) The conditions for the provision of scholarships, their purpose and amount under paragraph 3 shall be discussed by the relevant Vice-Rector in the College of Vice-Deans prior to their announcement, which shall, within the limits of its possibilities, take particular care to ensure an even distribution of funds for scholarships for foreign study and research activities among students of individual faculties.
(5) In the case of scholarships awarded from external grants, the conditions referred to in paragraph 3 must respect the terms and conditions of their providers. Prague University of Economics and Business may tighten these conditions.
(6) If the scholarship is conditional on fulfilling the conditions of the selection procedure for foreign study stays, the student does not submit an application for the scholarship; the application is submitted by the Department of International Relations on the basis of the results of the selection procedure.
(7) For Erasmus+ scholarships, the participation contract replaces the decision to award the scholarship. By signing it, the student waives the right to appeal the award of the scholarship.
(8) The Rector, on the proposal of the relevant Vice-Rector, decides on the provision and amount of scholarships to support study abroad and research, development and innovation.
(9) The scholarship to support study abroad and research, development and innovation is usually a one-off grant and the entitlement to payment arises on the date of its award or on delivery of all required documents necessary for the administration of the trip.
(11) After returning from abroad, the recipient of a scholarship to support study abroad and research, development and innovation is obliged to submit a report on his or her stay abroad to the International Relations Department.
(12) In the event that the foreign study or scientific research activity has not been implemented, has been implemented to a lesser extent, or its purpose has been significantly defeated (e.g. by completing a significantly lower number of credits than the approved learning agreement), the Rector may subsequently, within 6 months of becoming aware of this fact, decide to reduce the amount of the scholarship, up to zero, and demand the return of the scholarship already paid.
Article 9
Common provisions
(1) The annual amount of funds for scholarships paid from grants and contributions from the State budget in accordance with Article 2(1) shall be set within the budget for the relevant calendar year.
(2) The annual volume and distribution of the scholarship fund in accordance with Article 2(2) and (3) is determined for the VŠE and the faculties within the budget for the respective calendar year.
Article 10
Decisions on Scholarships
(1) Section 68 of the Act shall apply to decisions on the award of scholarships to students.
(2) Sections 69a and 69b of the Act and the relevant provisions of the internal regulations of VŠE shall apply to service of documents and submissions concerning scholarships.
(3) In relation to persons who are not students, Sections 68, 69a and 69b of the Act shall apply mutatis mutandis to decisions under Article 2(2) and 2(3).
Article 11
Method and Payment Date
(1) All types of scholarships are paid in Czech crowns by bank transfer to students’ bank accounts. Scholarships for foreign study and research activities can also be paid in euros.
(2) Unless otherwise specified in these Regulations, scholarships shall be paid by the tenth day of the month following their award.
Article 12
Transitional Provisions
(1) Articles 7 and 7a in the wording effective from the amendments registered by the Ministry of Education, Youth and Sports on 15 August 2025 under ref. no. MSMT-18581/2025-I shall apply to doctoral students enrolled with their first teaching period in the academic year 2025/2026 and later.
(2) Articles 7 and 7a shall also apply to doctoral students enrolled in full-time doctoral study programmes in the academic year 2024/2025 and earlier, provided that the Dean has decided pursuant to Article 33a(4) of the Study and Examination Regulations that Article 33a(3) shall not apply to them.
(3) Where a doctoral scholarship under the amended Article 7 is awarded to a student referred to in paragraph 2, any previous decision awarding a scholarship under the former Article 7(1)(a) shall cease to have effect on the date the new decision becomes final.
Article 12a
Final provisions
(1) The Scholarship Regulations of the Prague University of Economics and Business registered by the Ministry of Education, Youth and Sports on 11 April 2014 under No. MSMT-13233/2014.
(2) These Scholarship Regulations were approved pursuant to § 9(1)(b) of the Act by the Academic Senate of the VŠE on 26 September 2022.
(3) These Scholarship Regulations shall enter into force pursuant to § 36(4) of the Act on the date of registration by the Ministry of Education, Youth and Sports.
(4) These Scholarship Regulations shall enter into force pursuant to § 36(4) of the Act on the date of registration by the Ministry of Education, Youth and Sports.
