Measures of Rector to Ensure Testing of Employees (valid from January 17, 2022/updated on January 31, 2022)

To ensure the Extraordinary Measure of the Ministry of Health, which with effect from January 17, 2022 orders all employers to ensure regular testing of all employees (twice a week so that the next testing takes place no earlier than the third day after previous testing), the Rector of the Prague University of Economics and Business issues this measure:

I. All employees who work on the VŠE premises are ordered to undergo a rapid antigen test to determine the presence of SARS-CoV-2 virus at the following frequency (unless otherwise provided in Article IV):

  • the first test in the first day of arrival at the workplace in a given week,
  • the second test
    • if Monday is the first day of arrival at the workplace in a given week, the employee undergoes the second test on Thursday,
    • or if Tuesday is the first day of arrival at the workplace in a given week, the employee undergoes the second test on Friday.

II. The tests will be issued to employees in the number of 4 pieces in the VŠE Registry/Podatelna (room NB 72, working hours 7 am – 7 pm) from January 14, 2022. The employee will receive tests against the employee card. The Prague University of Economics and Business is obliged to keep records of the date of testing and the names of the tested persons for control purposes.*

III. The employee undergoes the test upon arrival at his/her workplace and registers the number of the used test and its result at covid19.vse.cz within 60 minutes at the latest. If the result of the test is positive, the employee is obliged to leave the workplace immediately and to proceed in accordance with the above measure of the Ministry of Health. The used test will be handed over by the employees to the marked collection container (the containers will be located in the lobbies of the Old and New Buildings and at the reception in the building in Jižní Město).

IV. HR Department of VŠE (MPO) is informed by e-mail about entering a positive result in the covid19.vse.cz form. MPO will verify by e-mail to the superior of the employee whether – together with the mandatory reporting of the employer to the public health protection authority pursuant to Article VI of the measures of the Ministry of Health 461/2022-1/MIN/KAN – a request for the issuance of an e-Sick Leave should be sent, i.e. in cases where the quarantined employee is unable to perform his/her work outside the workplace. If the superior does not respond to MPO positively within 24 hours, it is considered that the positively tested employee was placed in quarantine work outside the usual workplace, where there is no contact with other employees.

V. The obligation to undergo preventive testing under Article I will not apply to an employee who:

  • underwent a negative RTS PCR test for SARS-CoV-2 in the last 72 hours,
  • or underwent a negative antigen test (RAT) for the presence of SARS-CoV-2 virus antigen performed by a healthcare professional in the last 24 hours,
  • or undergoes preventive testing in accordance with the extraordinary measure of the Ministry of Health with another employer of which he/she is an employee or with another legal entity of which he/she is an authority or a member of the authority,
  • or underwent laboratory-confirmed COVID-19 disease, the period of ordered isolation has elapsed and no more than 30 days have elapsed since the positive RT-PCR test for the presence of SARS-CoV-2 virus, on the basis of which isolation was ordered,

and proves any of the above facts by inserting a document (EU COVID digital certificate, a certificate issued by a health service provider or a certificate from an employer or legal entity of which he/she is an authority or a member of the authority) at covid19.vse.cz.

VI. If an employee refuses to undergo the test provided for in Article I, he/she is required to wear a respirator of class FFP2 or other similar protective respiratory equipment for the entire period of presence at the workplace, is obliged to keep a distance of at least 1.5 m from other persons, is prohibited from visiting catering facilities on VŠE campus.

VII. It still applies that all employees are required to present an employee card upon entering the building. Arrival of employees who come to the school by car to the parking lot in Rajská Building and Italská Street is recorded automatically by loading the license plate. If the parking card holder is accompanied by another employee, he/she is obliged to register his/her entrance to the building at the pedestrian entrance.

VIII. At the Faculty of Management in Jindřichův Hradec, testing is governed by the Dean’s decision, on VŠE dormitories by the order of the director.

*The processing of personal data of employees kept in the electronic records of the issued and performed tests via covid19.vse.cz/formular (or in the written records) is the fulfilment of the legal obligation imposed on the administrator according to the article 6, paragraph 1, point c) of the General Data Protection Regulation. The scope of registered data is based on the legal obligations of the administrator and the legitimate requirements of the competent authorities (public health authorities or other authorities under the law). The processing of personal data will take place and the records of issued and performed tests will be kept until the abolition of the extraordinary measure of mandatory testing of employees.
